As part of our drive to strengthen support for European project submissions under the Europe 2025-2027 multi-annual action plan, we are pleased to announce the launch of a new initiative aimed at our site teams: Complementary External Project Review. This initiative is also part of the MER Service offering, and aims to optimize the quality of proposals submitted.
Initiative objective
In order to provide a critical and constructive view of projects before they are submitted, we are looking for evaluators with experience in European collaborative projects. These experts will act as shadow evaluators, analyzing and commenting on the preliminary proposals of the MER's founding institutions.
Profile sought
We are looking for professionals with proven expertise in European projects, including:
- Expert evaluators from the European Commission.
- Researchers or teacher-researchers who have participated in several collaborative research projects, notably as coordinators.
Evaluators' role and mission
Mission of the selected experts will be to:
- Familiarize themselves with the proposal and the requirements of the relevant call (rules, evaluation criteria).
- Read the full proposal and provide constructive feedback on its strengths and areas for improvement.
- Propose recommendations both from the perspective of an expert in the field and from that of a non-expert reader (innovation, technology, industry, public policy).
Terms of participation
Mock evaluators will have up to two weeks to deliver the evaluation report

Initiative launch
We plan to launch this initiative in the 2nd half of 2025. Your contribution will be essential in strengthening the quality of the proposals and maximizing the chances of success of the projects submitted.
